Effie Ruth Milligan

On Saturday, February 1, 2020, It has pleased her Lord and Saviour whom she loved and served, to receive back to Himself Effie Ruth Milligan, 95, of Charlotte, NC from her earthly home here, to her Heavenly eternal home. Effie Ruth was born in Indiana, Pennsylvania, on July 18, 1924, the daughter of Camie Jule Plubell and Effie Jane (Brady) Plubell. She was youngest of 11 children. She graduated from Indiana area high school. Growing up in a large family during the depression years, she loved to sing with her sisters and she was blessed with a lovely voice. She married Herbert R. Milligan, on August 4, 1951. They were blessed with two daughters, Jenel and Janis. They began their married life in Reynoldsville, PA, later moving to Cleveland Hts., Ohio in 1966, back to PA briefly in 1972., They lived in Jacksonville, FL, from 1972 to 1998 . Effie went on to work at the Naval Air Station as a cashier clerk laundry facility in Jacksonville, FL, for 14 years before moving to Charlotte, NC, to be closer to their daughter. She has thoroughly enjoyed making Carmel Hills Christian retirement Center her home for the past 20 years. Effie was always about hospitality and serving others. She would open her home to young people, friends and laboring brothers. She had a spark to her eye and a wit and humor and a memory that will not soon be forgotten. While she enjoyed birds, she would be the first to tell you that THE bird was the cardinal. Most of all, her mothering led her to be a mother figure to anyone who needed one, not just her own children and grandchildren and great grandchildren. A faithful member of Charlotte Gospel Hall on Sharon Amity, she also loved living her faith with many friends at Carmel Hills.. She was truly a bright spirit and unique with that will be fondly remembered. She is survived by her daughters: Jenel (husband David) Burkhardt of Blythewood, SC, and Janis (husband Jonathan) Klimovich of Charlotte; two granddaughters: Jamie Lynne (husband Matthew) Pepin and their children Emma Ruth and Henry Matthew of Charleston, SC, and Kendra Marie Burkhardt (fiancé Carson Owenby) and her son Kaiden McKenzie of Greenville, SC. Effie is further survived by numerous nieces, nephews, other relatives and friends. She was preceded in death by her parents, her husband, her 10 siblings, and a grandson, J.D. “Only grandma can call me Jonathan” Burkhardt. Effie’s family has given the family of Lowe-Neddo Funeral Home the privilege of caring for her and for them. Services honoring her life, love and blessing will be held on Tuesday, February 4, 2020, at the funeral home, 4715 Margaret Wallace Road, Matthews, NC 28105. Visitation will begin at 10:00 AM followed by a service in the funeral home chapel at 11:00 AM. After the service, Effie will be taken to her final place of earthly rest at Sunset Memory Gardens, 8901 Lawyers Road, Mint Hill, NC 28227.
